The flapper creates a seal
with another rubber part that is mounted to the bottom of the tank. Typically you have to remove the tank from the bowl to replace that part. If a new flapper didn't stop the leak, that part probably needs to be replaced. It is a pain to remove the tank as the bolts are probably all rusted out but that is your next move.
