My Bishop instituted a great rule. In order to receive help moving you had to
meet with him first. He would assess your need and determine if you qualified for the service of the church.

Many members were told they could afford the $100 to hire a couple of laborers off of Craigslist. Others were told that they could ask around and find members to help but that the EQ and HP's would not be formally asked to organize a moving crew (it's amazing how few people will take the time to try to round up their own help).

The result was our ward only helped move those that were truly in need. Subsequently when the opportunities came to help move people we averaged between 15-20 members. It's amazing what happens when ward members feel that they are actually engaged in real service.
