It's because the highest ranked team from those 5 conferences is GUARANTEED to play in one of those games. that website is a little bit confusing on the way they list it, but others are a lot more clear in that one of those 3 bowls will play host to that team, and the remaining 5 at-large slots in those games will go to at-large bids.
