Wrong. They credit your bill at a KWh for a KWh basis...any overage at the end
of 12-months is granted (GIVEN) to RMP for free to resell at full market rates. Even if the customer supplies extra power to RMP for free, they still MUST pay a monthly connectivity charge, along with the energy tax. Pay to provide free power...and RMP wants to add a tax to be put on the customer for providing excess energy to them for FREE. That's right, the customer already pays an energy tax for the KWh trade (http://solarsimplified.org/connecting-to-the-grid/net-metering-in-utah).
That's for residential customers. For coops, they are only required to pay at avoided energy costs (usually $0.01 - $0.04/KWh) depending on the time of day and system demand, and can resell it. I've seen it sold at $0.07+ /KWh.
