Its a fine balance, back in 2007 there were capacity issues, and forecasted
brown outs. That being said, you do have to run base load facilities at a minimum level.
One thing that is often forgotten . .energy at that level cannot be stored. the grid has to remain in constant balance

The baseload costs run between $0.01 - $0.04/KWh, depending on TOD and demand.
