If you're dressing up in a bizarre or unusual costume and going out in public
common sense dictates that you should not be surprised if someone takes a picture of you. Legally, there's no reasonable expectation of privacy when you're in the public, and anyone can photograph you at any time for any reason. When you're drawing attention to yourself in strange and unusual ways, it shouldn't surprise you if someone snaps a photo.
