"I don't condone that behavior, what do you expect when you go dressed in the equivalent of a bikini and you're surrounded by anti-social nerds?"

My concern is statements like the above statement where the blame is being placed on the wrong person for any inappropriate acts. It really isn't about if taking pictures is appropriate or not.
