Just my own theorycrafting
But I believe most of the Big 12 has an inferiority complex. They know Texas and Oklahoma are the only thing keeping them relevant, and they hate it. They want to be considered big boys all on their own. That's why they want the conference to only add huge schools like Florida or USC. I think that's also why they won't schedule a H-H with a school like BYU. They don't want to waste their time with little schools who aren't even in a real conference. They want to be considered big time. Also, they know nothing of Provo, Utah. It might as well be Laramie in their minds. It's not a big time sexy city. However, Pac-12 schools have been playing BYU for decades. They know full well how good a program it is, how it helps their schedule, and what a great H-H exchange it is to play BYU. That understanding doesn't go much east of Colorado.
