College football is cyclical. Every team/conference rises and falls.

Oregon is an average program on a good run. USC is a great program on a bad run. UCLA and Washington are good programs on the rise. Etc, etc.

The best you can do is find a conference that is stable, has good schools that don't cheat (for the most part), and is one of the P5.
