Is it that far fetched? The only guaranteed starter suspended is reinstated

with no punishment. 2 starters and 1 of their immediate backups are "on thin ice" while any non-starter that got in trouble was immediately kicked out. If you blindly look at this, all the good players are still playing, all the bad players get the punishment.
