Not really true, Fox and ESPN are co-Tier 1 providers
That appears to have been a strange week for the Big 12 TV rights. The only Big 12 game ESPN picked up was Oklahoma at Tulsa (shown under the AAC contract). FS1 picked up 3 Big 12 games that week, so it appeared to be Fox's turn to pick games that week.
