Yeah...but the whistle isn't necessarily when the penalty was called.
The whistle and flag are merely the ref's way of communicating the penalty. If the ref saw the shift and started running in to stop the play (blowing his whistle and/or throwing his flag a second or so later), then it's not about the whistle in that situation. The question should be whether the shift of the O-line occurred (at which point the official decided to stop the play and throw the flag) before Mahina took off running.
