Okay yes, the roads are public property. But Provo city explained that Public Transport is not allowed to use roads that travel through residentially zoned neighborhoods.

Yet because they constantly do (even though the city claims it never happens), along with all game day, MTC, and temple traffic, our roads are thrashed and set on a typical residential neighborhood repavement schedule
