City typically has an easement on your parking strip
If you have a sidewalk in SLC, for example, the city owns an easement from the road, over the grass, and to the sidewalk. If you wanted to plant a tree on the parking strip grass, you'd have to get a permit from the city. Crazy, but that's not uncommon. There is usually something equivalent up to 10 feet from the road when you don't have a sidewalk.
