2 different school districts. One of those districts does not have sponsored jr. high teams and the other does. We have decided that it's not fair to let some play and others not. So, we have received permission from the area authority to allow them to play.

I know the handbook says jr high and middle school, but really the agreement is with the UHSAA and they specifically do not want their high school kids playing.

It's probably something your coordinating council director would have to answer for his specific area.
