In actuality, stakes should be following the guidelines of their coordinating
council. Stakes don't and shouldn't be making the rules. We have this issue all the time when our coordinating council tournaments start. We always have people who get caught breaking the rules, because their "stake director said it was okay". Well, stake directors don't have the authority to change the rules. In my experience, very few of the stake directors actually know all the rules because they rarely attend the coordinating council meetings like they should.
