So if you were the Mayor of a large city and an nfl owner could bring tens of...
Thousands of jobs and 50 million plus of revenue to your cities economy every year in exchange for tax brakes and some tax $ to build a stadium, you'd tell them to go pound sand???

There is reason why cities essentially bid for teams when they become available. It's a long term investment. And that's not including the related results like very nice Hotels, restaurants, offseason events (MONSTER TRUCK rallies, Motor cross, x-games) that all flood the local economy with sales tax revenue and insane profits.

If tax dollars pay for things that get big returns, is it really fiscally irresponsible as you suggest? I don't think so. Not making the deal with billionaires would be just arrogant. It's like a child refusing to answer a question on his homework because it might take some effort to find the answer. The child's might say something like - why should I answer the question when the teacher is smart enough to do it him self. All the time not realizing that the effort is mutually beneficial. Kid looks smart and the teacher looks like he did his job. The cities investment (effort) has a big return and the billionaire does his job.
