They explicitly state is is not a factor in selction or seeding. They are free
to consider other factors, but not from prior years. They only look at the current year. It isn't so much a "brand" or "beauty contest" like it is in football.
For example, Gonzaga wouldn't have had a 1 seed two years ago and wouldn't be on pace for a 2 seed this year despite losing in early rounds previous years.
