I think it's noteworthy that most real estate deals work out. sure there are
problems but generally speaking contracts are honored.
a conservative approach may be to tie up a unit in one of the later phases. You'd probably pay a premium to do it but maybe that fits your personality better?
My personality is to buy in the first phase at the cheaper price, deal with all of the construction noise and dust, and risk that the builder will get things done in a reasonable amount of time.
