TCU/BSU had zero access to BCS/NY6 bowls until 2005.
So the first 20 years in this sample of years are a tough comparison for those teams.
So given that zero non-P5/BCS teams even played in the major bowls through 2005, it's understandable that their numbers will be considerable less than surrounding P5 teams. It's tough to find a reflective list with the CFB landscape changing pretty dramatically every 10 years or so.
