There seems to be a correlation to paying less and having a perceived better

program. I take this from the limited information I have read regarding what schools are now paying athletes and programs like Texas Tech paying what looks like the most and USC in the PAC paying the least.

I think with BYU we are attempting to stay even in the minds of the public on perceived program status by paying what looks like one of the higher amounts in the US or west coast.

USC scholarship is worth something like $67,000, and probably already has

Cash that USC already paid in their scholarship. Stipends weren't illegal.

There should be zero correlation between athletics and the COA.
