They can just be much larger now, and the old stipend USC paid was much closer to the max than T tech. That's why it looks like T tech pays much more on COA, because they did very little previously.

USC scholarship is worth something like $67,000, and probably already has

So they are evaluating based on overall costs- so would I be correct in assuming

There should be zero correlation between athletics and the COA.
