Transportation around Lubbock is likely tougher, also, as I don't believe they have any real mass transit system; so where a student can take a bus or light rail in larger cities, in Lubbock they would need to take a taxi to get to some places. Additionally, some of the "high costs" of large cities are built into the scholarships already, since they already included housing.
