Some of it is transportation costs
For example, with Texas Tech, a large number of students come from Houston or Dallas areas, which raises student expenses to get to school and an occasional trip home. Transportation around Lubbock is likely tougher, also, as I don't believe they have any real mass transit system; so where a student can take a bus or light rail in larger cities, in Lubbock they would need to take a taxi to get to some places. Additionally, some of the "high costs" of large cities are built into the scholarships already, since they already included housing.
