If the church were to open a new BYU with the goal of making BYU Provo less
competitive in terms of admissions, where would be an ideal location? (ie, some non-small percent of prospective students would actually *prefer* this new location over Provo)

IMHO, while cost and probably politics would make it difficult to impossible, southern California is (would be) an easy choice.
