Utah should always outrecruit WSU. Utah is in a better city, its way closer to
California, it has better academics, a better football tradition, better facilities, etc, etc. I would probably say much of the same for Oregon State and maybe Colorado.
Utah should be somewhere between Oregon State and Arizona as far as recruiting goes. That seems to be right about where they have been. Unless they are on a major death spiral, the California schools, Oregon, Washington, and ASU will consistently outrecruit Utah.
