Are they different measurements or what?

first number is the neck

34/35 means 34 inner seam and 35 outer seam. 17 is neck size.

35 means by buttoning the outer button on the cuff the sleeve slides

broad or narrow shoulders are the biggest factor, and wrist girth!

Exactly. A 34/35 sleeve length shirt actually has a sleeve that is 34.5 inches
