You know that I am a Nolan fanboy BECAUSE of his Batman movies (not the other way around). He didn't get the character perfect, he just got him WAY better than any other director/producer has before. We've gone back and forth on this before, so I won't debate your placement of the Nolan Trilogy.
That said, your placement of Batman Returns and Batman 1966 are where you are missing the boat. My ranking looks like this:
Batman Begins > The Dark Knight > The Dark Knight Rises >> Batman 1989 >> Batman 1966 >> Batman Forever >>>> Batman Returns > Batman and Robin
Batman 1966 has to be viewed as a comedy, not an action film. It is intentionally made that way, and it does it well. It NAILS the Batman of the era, I love that movie. We watch the TV series regularly in my home. Its fantastic, and a fun introduction to the character for my kids. "Some days you just can't get rid of a bomb!" Love it!
Batman Returns is easily one of the worst Batman movies ever made. Its almost as bad as Batman and Robin. Penguins with rockets strapped to their backs? The black goo? Batman murdering Penguins goons with bombs strapped to their waist or torching them intentionally with the batmobile? Catwoman has 9 lives...literally? What? If this movie was trying to do what Batman 1966 did, then I would get that, but the truth is that's not what Batman was anymore, and so it doesn't fit. This is also what happened with Batman and Robin. They tried to channel Batman 1966 while staying an action film and it just doesn't work because Batman had left the comedy genre behind long before The Dark Knight Returns was released in 1986, but especially so after this.
