There is a difference in motivation, but the effects are basically the same

If the purpose of the rule against rumors is to keep away from unsubstantiated speculations in case they turn out not to be true, it doesn't really matter WHY someone is asking the questions. The rumors get spread in either case.

This isn't a criticism of the OP, I'm just questioning the distinction some are drawing here.
