they delayed it to 2016 because they were worried that the high schools wouldn't be able to adjust to the new qualifying standards, I think we are seeing that the 2016 rules are being applied with Lake, in the Qualifying and Partial waiver. This fall is the transition, so it doesn't surprise me that it seems the NCAA isn't being consistent.
