Could be
sounds like they have already rejected the IEW, he could have practiced and been receiving grant-in-aid while it was pending, if it was rejected he wouldn't be able to receive benefits or practice, a partial approval would allow him to practice and receive grant-in-aid, but that wouldn't make sense as the waiver would be for misadvisement, which should be a simple yes or no and really isn't dependent on what Lake submitted.

He also was rejected from the clearinghouse, based on accounts, for what appears to be a rejected class, I took a look at the approved and rejected math classes and there are several RC8 rejections, which means Northridge hasn't supplied enough information for the clearinghouse to make a final decision if the course counts as core or not, I guess I could understand a partial waiver for that.

Seems as though the NCAA is being pretty heavy handed, as looking at the clearinghouse it appears as this may be more of a Northridge problem than a Lake problem, but the news of the Lake eligibility has seemed to be pretty late in the clearinghouse process, and with it being passed the 8/1/15 deadline it has seemed as if elements of the 2016 requirements are being thrown into the mix, as there are changes in eligible courses and that seems to also be part of the mix and I can see those Northridge classes that were available in '14 also sitting in the non-approved courses in the clearinghouse without any rejection codes, so I wouldn't be shocked if there is some mixing of the rulings and regs that are being applied here.
