Do you even know what makes someone a qualifier or non qualifier?
Your comment indicates that you don't have a clue. Lake's GPA and ACT scores are well over the threshold that the NCAA requires. Its my understanding that his GPA was more than a full point higher than the NCAA minimum.

ACT and GPA are only two parts of the qualifier equation. You also have to take 16 core classes. 10/of the 16 core classes have to be taken before you start your senior year. 7 of the 10 have to be math, science, or English.

Lake's problem came from the mix of classes he took and when he took them. Specifically he took a math class that was previously approved by the NCAA as a "core" class. His HS advisor didn't know the NCAA had recategorized that class as non core, so Lake missed one of the requirements relating to mix of classes and timing of when you have to take them. It had nothing to do with GPA or teat scores
