PAC-12 bowls can choose a team
that is no more than one win away from the highest-ranked team available.
It gives them a fair amount of leeway when several teams are within one win of each other.
This year, the Rose is the only bowl that doesn't have that luxury, this year, because the conference will not send anyone to the playoff. It has to take the conference winner.
