However, the Foster Farms Bowl could opt to take the UCLA/USC loser instead of Washington State IF Washington State loses to Washington (otherwise they'd be obligated to take Washington State). In that situation the Sun Bowl could then choose between Washington State and Utah (probably a 50/50 proposition) with the other one ending up in Vegas.

What that all means is if Utah loses to Colorado they're basically guaranteed the Vegas Bowl. If they beat Colorado then it will depend on some other factors. They could still end up in Vegas, but odds are greater than not that they would end up somewhere else.
