Because the committee isn't projecting Michigan State as Conference champion
If Michigan State wins the conference championship game, they will be in the top 4 and very possibly ahead of Oklahoma. At this point, short of both Iowa and Michigan State losing, one of them should be in the playoff. Just not both.
