You can't consider 1/3rd of the NCAA, they have no chance at a winning record any given year. Statistics are as Mark Twain called them. Anyhow, what about the teams that ESPN and Athlon sport called top 25 dynasties, how many of them had special seasons and if on this list what are the chances of that special season. How about teams that are mostly dominant (some hiccups are expected) for the previous two decades in a conference.
