If expansion happens, I see the following
Add Memphis and Cincinnati
Add BYU and Boise St. as football only.
B12 goes to 14 teams, just like the B10/B1G, the SEC and the ACC. The P12 is then left scrambling with only 12 teams and a more difficult path into the playoff picture due to their increased conference strength of schedule.
