Seems like the top choices would be BYU, UConn, Cincinnati, and UCF.
Boise St. and Memphis have too poor of academics (and Memphis's fan base is small). Houston has too small of a fan base (and their academics are not great).

UCF has a good fan base. Their academics aren't great, but they would probably be passable. Their biggest problem is I'm not sure how good their programs are outside of football so they may not be a good option for the "size of their programs" issue.

Cincinnati has a smaller fan base, but their academics are a little bit better than UCF (though not by much). Their strength is their other programs (especially basketball) where they excel.

UConn has a solid fan base, a great athletic program, and great academics. Their main issue is that their football program isn't that great. If they were added, it would be because of what they bring academically and in basketball. They would potentially be another Kansas-like team.

BYU has the largest fan base of the bunch. Their overall athletic department is among the biggest of the group. Also, their academics, while not quite on the same level as UConn, are probably better than all the other schools on the list. The only thing that really hurts them is geography (being west when all the other schools are out east). But considering that geography seems to only be a minor consideration, then this can probably be neglected.
