So the answer is YES they voted to expand in 2016 but obviously teams would not be able to join until 2017 or 2018 which I'm sure to some means they are not expanding in 2016
That said many believe (this is to follow is of course rumor) that teams were ranked and the top 2 voted and agreed upon. The current circus is making sure it is plausible that they can state that the candidates pursued them and not the other way around (prevent lawsuits or higher arbitrated exit fees). And that the other teams are lumped in a 2-5 way close enough tie that how much they'll low ball their offer may have an influence on which ones get in...
