Your rights are limited at that point. I'm just talking about a person living their every day life, not a criminal. I'm not a criminal so there is no reason for me to be finger printed and put into a data base to be tracked. And no it isn't paranoia about being watched or anything of the sort, although those are legitimate concerns, it is simply a matter of being a free citizen who has done nothing wrong and values his rights to remain free of government databases.
