because they are negotiating a better deal for themselves. whoever is #12 will get a much worse deal than
they would have without an open process like this.
it's arguable that we too will end up with a worse deal than we would have gotten otherwise.
There is no evidence anywhere that the B12 would have been better off if they would have avoided an open process like this.
