The line doesn't move based on what 'the popular crowd' chooses to bet. The line moves when proven sports bettors who know what they're doing (the casinos know who they are), choose to lay down significant amounts of money to one side causing the lines-makers to adjust accordingly.

This is still college football, it's a much tougher beast to predict than professional sports. They get the lines wrong all the time, but they do a pretty good job.
