So I'm guessing the Big XII was going to add 4 teams & the networks nixed that.

I think they could have expanded by two teams and the networks would have been ok with it. ESPN and the Big XII probably wanted BYU to be one of the two teams. Then when "issues" arose that made adding BYU difficult, no one wanted to add two non-BYU teams.
