Conferences mitigate some of the risk
Someone in a conference will always be up, and someone will always be down. By signing over first pick to the networks and keeping the last pick in house (conference network), the network partners are sort of insulated from any given school tanking.
If BYU were to tank or win it all, there's no insulation. It's riskier.
