My guess is that he needs courses at BYU's main campus to finish.

But there's a bar to his enrollment that I won't speculate on.

Either way, it sucks. Football players often shave years off their life and sacrifice future quality of life to entertain the fans and represent the school. It seems like some reasonable accommodations can be made to help him out.
