I lean towards #2. It's BYU. But it's not only because of academic standards, it's because better players have other places to go. Let's be honest, why are Mika, Haws, and Emery here? They're homers. We don't land that type of recruit very often (See Popoola), unless they're homers.

Next, why do you think all those kids transferred last season? MINUTES. That's why. They feared their minutes were done and rather than wait and see, they turned and ran.

Ironically, that's why the few good players we get come to BYU, too; minutes.

Emery, Haws, Mika, and Bryant are the top of the barrel for BYU (imo). We are unlikely to get players that will be able to compete for minutes and they're here for 2-3 more years. Our best shot at filling the bench is to land some good freshmen who can be told they have a decent shot at starting their junior season, because no transfer is going to want to come to BYU for minutes when they only have a year or two of eligibility.
