I think too many people on this thread forget how stupid the teenage brain is
And how underdeveloped the frontal cortex is causing an extreme lack of foresight. Chances are ou's son saw the ducks as more of a magpie than a bird you need a license for. Did he know better, yes, did he understand fully his actions, no. Again see stupid teenage brain and not knowing all the laws and consequences like a bunch of old men on CB.
