Maybe part of their rate-setting agreement with the state is that spend a % on promoting conservation
Maybe it's a PR campaign to be seen as a green company. Or maybe they own stock in LED bulbs. I have no idea. But I get both an email AND a snail mail report. That doesn't seem like an efficient use of company resources.
