There is this clause but it says that there has to be somewhere for you to go if you're going to enter an intersection.... e.g. if you enter it and the light turns red you have to have the ability to leave the intersection. This pertains to the idea that you can't go into the intersection if you can't clear out of it. This makes sense because otherwise you would imped other traffic because you can't clear the intersection. Nothing here refers to the number of cars
