the intersection and await the opportunity to turn left, even if the light turns on them while waiting in the intersection. MOST Utahans don't know this rule and sit back behind the line. The only reason I know this is that it was a question on the exam that I had to take when I moved to Utah from Florida that I had gotten wrong and then looked it up. It had made no sense to me because that wasn't the rule in Ohio, West Virginia or Florida. So, in light of that Utah law, that might be why they don't use intersection cameras. If you were following that law, you could be totally in an intersection and because the traffic keeping you from turning left is going through the yellow and then red light, you are left late (legally) in the intersection.
