Part of the reason is how it is set up now. We used to have drivers ed in school
You just went and at 16 you could got your license. Kids and parents have to put forth a bit of effort now to get things done.

That doesn't change the fact that a kid who sits in his house all day doesn't care about driving. And that a large nunber of kids claim so much anxiety they can't go to school. Driving is much more dangerous and anxiety inducing.
